The 2008 – 2010 strategic plan JM&A produced for Migrant Resource Centre North West Region (MRCNWR) provides an overview of the MRCNW, the environment it operates in, its core business, an exploration of strategic alliances, the identification of six key result areas (KRAs), and suggested evaluation strategies to ensure effective implementation of the Strategic Plan.

JM&A was engaged by the Migrant Resource Centre North West Region (MRCNW) to oversee and facilitate their strategic planning process and provide direction for the organisation over a three year period. Informed by consultation with key stakeholders such as local ethnic communities, Committee of Management, staff, and local government, the 2008-2010 Strategic Plan has been used to guide the development and expansion of the MRCNW to ensure more effective outcomes for migrants and refugees in the North  West region of Melbourne in six identified key result areas.

In order to assess provision of vocational education and training (VET) to people from refugee backgrounds in Victoria, Judith Miralles & Associates was commissioned to identify qualifications and courses currently available to and pathways being followed by refugees.

The research explored thoughts on existing courses, qualifications and pathways with the final product providing an opportunity for the VQA to assist and enhance what is currently available. Research involved community consultations with people from a refugee background and in depth interviews with representatives from industry, community and training organisations.

The evaluation of Diabetes Australia's Cross-Cultural Communication Program (CCCP), involved a number of methodologies: the review of program documents; interviews with Diabetes Australia National Office staff, committee members, state and territory offices, external stakeholders from the health and multicultural sectors; focus groups with Arabic and Greek speakers (people with diabetes and carers); and a web based user survey.

We looked at organisational processes and interventions and pinpointed strengths, challenges and future opportunities.

Moreland City Council commissioned Judith Miralles & Associates to assist in a research, consultation and development project to review Council's communication with culturally and linguistically diverse residents.

Moreland's existing multi-lingual communication services, processes and programs were evaluated as part of the project methodology and the project identified a number of key factors deemed to underpin effective communication with people from culturally diverse backgrounds.

Based on the project findings we drafted a toolkit for use by Council staff to improve and stregthen communication and further develop best practice.

We worked with the City of Darebin to draft a Multicultural Charter and Planning Tool to support a whole-of-Council, integrated approach to culturally inclusive service delivery.

A ground-breaking approach was to use an existing policy framework, the local government Best Value Policy as the operational context for the development of a planning framework outlining key result areas and performance indicators. To assist staff, this was accommpanied by a tool kit to be used when developing or evaluating programs and services.

Our approach meant that culturally inclusive responses were built-in and not bolted-on. Experience shows that developing additional multicultural policies is problematic and may result in the continuing marginalisation of programs and services for people from a language other than English background.
